As an academic-based research organization, ECPIP offers its services to government agencies and public policy-related non-profit organizations. In order to engage ECPIP’s services, the research agenda should focus on a matter of public policy that has an impact on the lives of residents. ECPIP offers a reputation for integrity, quality, and objectivity in all its research services.
The majority of ECPIP’s contract research is tailored to the particular needs of the client. ECPIP staff work with the client to develop all research materials. ECPIP can develop new questionnaires, advise and consult on existing questionnaires, use ideas generated by the client, and develop instruments based on other materials. ECPIP will also work with the client to determine the most appropriate sampling framework and selection of research participants, as well as a fit-for-purpose study design. ECPIP provides data collection services and data analysis and reporting services.
As a unit of Rutgers University, ECPIP is able to offer lower overhead rates than private research firms. As part of the State University of New Jersey, government agencies find it easy to engage ECPIP’s services.

Types of Surveys
Online Surveys
Online surveys are an alternative when email addresses are known for a large proportion of the expected respondents. When email is not known, mixed surveys can be done, which recruit respondents using telephone sampling, and then send those who agree to participate a link to the online survey. Online surveys are often less expensive than telephone surveys, but are not usually appropriate for population random sample surveys. ECPIP staff can work with the client to determine the appropriateness of collecting data online for any given project.
Telephone Surveys
The majority of ECPIP’s research is conducted using telephone interviews. This is generally the most effective means to obtain a representative sample. Telephone surveys are used whenever telephone contact information is available for all or nearly all potential survey participants. This may include statewide or regional “probability” samples based on random digit dialing or a “census” based on a clientele list. Telephone surveys can include both landline and cell phone numbers, or can focus on either one of these alone.
In-Person Surveys
For selected projects, ECPIP may be able to offer in-person interviewing. Projects for which this option would make sense include intercept interviews with clients at their point of service and small neighborhood surveys. In-depth personal interviews are also useful with key informants and community leaders.
The Rutgers-Eagleton/SSRS Garden State Panel
The Rutgers-Eagleton/SSRS Garden State Panel is a probability-based panel of New Jersey adults age 18 or older. Members are recruited randomly based on statewide representative ABS (Address Based Sample) design. ABS sample is drawn from the Delivery Sequence File (DSF) maintained by the U.S. Postal Service. Population coverage of the DSF is in the 98%-99% range. During the recruitment process, full demographic information on panelists is collected. This data is stored securely and used to determine eligibility for specific studies (if needed).
The Rutgers-Eagleton/SSRS Garden State Panel is a multi-mode panel. Internet households participate via web while all non-internet households (including those who have internet but are unwilling to take surveys online) participate via phone. Panelists also have the option of taking surveys in their preferred language (English or Spanish).

NJ Statewide Omnibus Survey
ECPIP invites government, academic, and non-profit agencies, as well as researchers and public policy oriented organizations, to add their own questions to their multi-client statewide omnibus surveys.
We pride ourselves on integrity, quality, and objectivity. The ECPIP statewide omnibus survey continues this tradition, providing a cost-efficient opportunity for clients to draw on our expertise and high standards for data collection and analysis.
Using statewide representative samples of New Jersey adults age 18 or over, the omnibus survey demographics can include age, education, gender, race and ethnicity, region, partisan identification, ideology, income, and more.
