Most New Jersey consumers would not use a federal income tax rebate in the way Washington economic experts predict, according to the Eagleton Institute’s New Jersey Poll. The purpose of the rebate is “pump priming” ——if consumers use the rebate to buy manufactured goods, then production will increase and start a ripple effect which will stimulate the whole economy. But Eagleton’s sample showed that 65 percent of New Jersey’s adult population would not use a rebate as the planners expect and only 25 percent would use some or all of a rebate for new purchases.
